The Angolan Head of State, José Eduardo dos Santos, in his capacity as chairman of the Southern Africa Development Community (SADC), on Sunday here congratulated the president of the Madagascar's High Authority, Andry Rajoelina, on his personal commitment and concessions that resulted in the signing of a Peace Road Map Agreement for Madagascar.
